Dave, a blue-collar worker who was abducted and sexually abused as a child 25 years earlier, is the prime suspect after the daughter of his neighborhood friend, ex-con Jimmy, is found dead. While their childhood friend Sean, now a homicide detective, investigating the crime, Jimmy takes law in his own hand by launching a separate investigation.

Friends, Lorenzo ‘Shakes’ Carcaterra, Tommy Marcano, Michael Sullivan, and John Reilly are sentenced to Wilkinson Home for Boys. There they are systematically abused by the prison guards. On release, John and Tommy, become career criminals and kill one of the guards. Michael and Shakes conspire to bring all the abusers to justice and free their friends.  

After two US Marines kill another, Lieutenant Commander JoAnne Galloway proposes to defend them suspecting that they acted on a "code red" order from above. When the case is instead assigned to Liutentent Daniel Kaffee, known for seeking plea bargains, Galloway convinces him to take the case to court and question Colonel Nathan Jessup despite lack of evidence.
