Ben Harvey is a naïve young man who leaves his small town for Chicago. However, a pickpocket steals his money in the city, leaving him nowhere to go. Queen Lil, who runs a bordello gives him shelter, and also helps him find work at a newspaper. His life takes a turn, when he realizes the extent of government corruption, and he sets out to reform the entire system.
